Maryland’s Developmental Disabilities Administration (DDA) supports more than 25,000 individuals with developmental disabilities who depend on these services to live, work, and fully participate in their communities.

DDA is currently moving forward with significant system changes that will affect nearly every part of community-based supports — including funding structures, person-centered planning processes, regulations, billing, and payment systems. While many of these updates aim to improve services, the current implementation timeline raises concerns about whether the system, providers, and families will be adequately prepared for a smooth transition.

To address these concerns, Senator Guy Guzzone and Delegate Bonnie Cullison have introduced legislation that would:

  • Require DDA to ensure individuals and service providers are not negatively affected during the transition
  • Postpone implementation of new service definitions and the LTSS system until July 1, 2021
  • Protect individuals who appeal a loss of Medicaid eligibility by allowing them to maintain services while their appeal is pending, if action is taken within 30 days
  • Require DDA to submit detailed reports confirming that systems, rates, communication strategies, contingency plans, and training are fully in place before moving forward

This legislation would provide an additional year to implement LTSS, allowing DDA and providers, including organizations like The Arc Montgomery County, the time needed to responsibly transition to a new tracking and billing system that will significantly impact how services are delivered.
