For more than 50 years, Rock Creek Foundation has been at the forefront of supporting individuals with co-occurring intellectual and developmental disabilities (IDD) and behavioral health conditions. Long before “integrated care” became a national conversation, Rock Creek was already building a model that recognizes the complexity of the individuals we serve and responds with coordinated, whole-person care.
Our approach is grounded in a simple belief: people should not have to navigate fragmented systems to receive the care they need.
Many individuals with IDD also experience mental health challenges, trauma histories, or complex behavioral needs. Historically, these systems have operated separately, often leaving individuals without the right support. Rock Creek Foundation bridges that gap by bringing developmental disability services and behavioral health expertise together within one coordinated system of care.
We help individuals build confidence, learn daily living skills, and participate in community life. Through goal-focused psychiatric rehabilitation, we support each person’s path toward greater independence and inclusion.
Our day programs help individuals strengthen essential life, social, and adaptive skills needed to live successfully at home and in the community. We combine learning, work, and recreation in supportive, real-world settings.
We create meaningful opportunities for connection and participation in the broader community. Whether retired, working part-time, or exploring new goals, individuals engage in activities that promote growth, wellness, and purpose.

Rock Creek Foundation is uniquely positioned to provide integrated services because our programs operate across both the Developmental Disabilities Administration (DDA) and the Behavioral Health Administration (BHA) systems.
Through this dual framework, we are able to support individuals whose needs cross traditional service boundaries.
At The Rock Creek Foundation, we believe that having a disability and/or a mental illness should not prevent anyone from having the opportunity to participate in everyday life. That’s why we have been pioneering the field of behavioral health services for the dually diagnosed: people living with developmental disabilities as well as severe and persistent mental illness. We want to ensure that each person we serve can develop the skills they need to live as independently as possible, in their own communities and is able to realize his or her potential in ways that they could not do so before.
