Board Members

James Winslow has served on the RCF board of directors for several years. He is Senior Director, Government Affairs at the Sumitomo Corporation of Americas and is also a co-founder and president of the Salute Military Golf Association, an organization that brings the rehabilitative benefits of golf to post-9/11 wounded veterans.  Mr. Winslow received his BA and MBA from The George Washington University and Masters Certificates from the Columbia Business School and Cardean University.   He has served as a guest lecturer at GWU on Corporate Social Responsibility and Issues in Cross-Cultural Management and has judged several international MBA case competitions. Mr. Winslow has also lectured on the history of Japanese trading companies at American University.

Gabrielle Bezou is a master’s level Special Education Teacher at Montgomery County Public Schools. Her work ensures that individuals with developmental disabilities have the opportunity to live meaningful lives. 

Fred Chanteau is the former Chief Executive Officer of the Affiliated Santé Group. He is a 40-year veteran of the behavioral health services field and a pioneer in community-based services for those with severe and persistent mental illness and developmental disabilities.

Christopher Flynn is a partner in Crowell and Moring’s Washington, D.C. office and is co-chair of the firm’s Health Care Group. Mr. Flynn regularly represents health care organizations and industry associations in various litigation, investigations, and regulatory matters. 

Crystal Hovermale is an accomplished property management professional specializing in condominiums, with a distinguished record of success in overseeing residential and commercial properties. With extensive expertise in operations management, financial oversight, regulatory compliance, and vendor negotiations, she has played a pivotal role in optimizing property performance, enhancing resident satisfaction, and achieving substantial cost savings. Currently serving as a Community Manager at Abaris Realty, Inc., Ms. Hovermale has demonstrated exceptional leadership in property administration, strategic planning, and infrastructure improvement. She has been a Property Manager for 9 years, showcasing her deep industry expertise and dedication to excellence. Her meticulous attention to detail and financial acumen have resulted in significant fiscal achievements, including a $400,000 cost-saving resolution for Mica Condominiums and a $90,000 recovery through warranty claims. She has successfully managed multimillion-dollar projects, implemented robust preventative maintenance programs, and developed operational frameworks to improve efficiency and service quality.

Beyond her expertise in property management, Ms. Hovermale possesses a diverse professional background in business administration and healthcare operations. She has extensive experience in medical office administration, electronic records management, and regulatory compliance, having played a critical role in improving patient care and streamlining operational procedures. Additionally, her strong leadership and mentoring skills have contributed to substantial productivity increases within the teams she has managed.

Ms. Hovermale holds a Bachelor of Arts in Business from the University of Maryland, College Park, an Associate of Arts in Business from Montgomery College, and obtained her Low Pressure Boiler License in 2024. She is also currently studying to obtain her 3rd Stationary Engineer License in Maryland, further expanding her technical expertise. She is fluent in English,
Spanish, and Italian, enhancing her ability to navigate complex, multicultural environments with diplomacy and professionalism.

Beyond her professional career, Ms. Hovermale is deeply committed to community service and personal development. She is the founder of Homeless Care Packages, a nonprofit organization dedicated to providing essential supplies to individuals experiencing homelessness in Washington, D.C., and Silver Spring, Maryland. Additionally, she is a trained classical singer and an avid practitioner of Mixed Martial Arts (MMA) and Jiu-Jitsu, disciplines that reflect her dedication to discipline, resilience, and self-improvement.

With a steadfast commitment to excellence, integrity, and innovation, Ms. Hovermale continues to drive operational success and community growth within the condominium management sector while making a meaningful impact through her philanthropic efforts.

Dr. Daman Harris is a career educator and administrator, having served as an Assistant Principal in Montgomery County Public Schools, Manager of Professional Development in Anne Arundel Public Schools and teacher at Baltimore County Public Schools. Dr. Harris is a published author, having written The Antiracist School Leader: What to Know, Say and Do. He is also a cofounder of the Building Our Network of Diversity (BOND) program, which seeks to support and retain male teachers of color, especially African-American and Latino males. He holds a PhD from the University of Maryland and an MA from Goucher College.

Mrs. Gina James has worked in special education for more than 30 years and is currently the Chief Executive Officer of The Foundation Schools. She holds a Bachelor of Science Degree in Psychology from Lincoln University, a Master’s Degree in Human Services Counseling from LaSalle University, and a Master’s Degree in Special Education, specializing in educating emotionally disabled students, from George Washington University. Mrs. James is a licensed teacher, administrator, and mental health licensed counselor. Governor Moore’s office appointed her to serve on the Maryland Center for School Safety Subcabinet Advisory Board, representing special education non-public schools. She is the Board President of the Maryland Association of Nonpublic Special Education Facilities (MANSEF). She is a graduate of both Leadership Prince George’s County and Leadership Montgomery County.

Margaret Parrott is an Instructional Specialist at Montgomery County Public Schools and has worked at MCPS for over 30 years. Margaret works to assist families of students with special needs to ensure a seamless and successful transition into the adult world.

Tiffany Vaughn is a dedicated advocate and community leader from Germantown, Maryland. A proud graduate of Seneca Valley High School, Tiffany began her professional journey with the Rock Creek Foundation in adult services, where she thrived in a supportive and empowering environment. She has also brought her strong work ethic and people-first approach to positions at Marshall’s and the Department of Labor.
Tiffany is a fierce advocate for equity, inclusion, and disability rights. She is passionate about shifting the focus from limitations to strengths, always promoting the importance of seeing individuals for their abilities. Her personal experiences have shaped her into a resilient, goal-driven, and inspiring leader who uplifts those around her.
 
Outside of her professional and advocacy work, Tiffany enjoys traveling, drawing, playing sports, shopping, and spending quality time with her family. A loyal Baltimore Ravens fan, she brings that same energy and spirit to everything she does.
 
Tiffany’s voice and perspective are invaluable to the board, and her commitment to fairness and community empowerment is a true asset to our organization.
Thomas E. Skeeter III, MS, LCPC, NCC, CMT is a Board Certified Mental Health Therapist. His approach to treatment is based on Family Systems Theory which was developed by Dr. Murray Bowen. Mr. Skeeter helps clients examine their behavioral and emotional responses to stress, anxiety, depression and trauma based on learned behaviors from their family of origin. Currently, he works with chronically ill patients at Johns Hopkins School of Medicine Cystic Fibrosis Clinic.
 
Mr. Skeeter, who hails from the Northeast quadrant of Washington D.C. works with clients to identify the roots of the pathology they encounter and is a careful, astute clinician when discussing some of life’s most sensitive matters with his clients.
 
In his private practice, Mr. Skeeter provides individual, couples, and group counseling. He leads Intense Outpatient Programs (IOP) and has developed a successful curriculum utilizing psychoeducation, spirituality, cultural awareness and mindfulness which helps clients identify triggers and understand their responses to personal trauma which often lead to self-medicating behaviors. He also provides therapeutic services including intake assessments, family therapy, addictions counseling, behavioral modifications and interventions, anger management, IEP consultations, as well as treatment planning for individuals, couples, and families. He works with clients ages 8 and above.
 
Mr. Skeeter has also developed behavioral health programming for middle school and high school students to help them cope with mental health challenges that have been presented due to COVID 19. He developed an after-school program in which he combines physical fitness and mental health practices to teach elementary school age children how to develop personal resiliency and understand how emotional regulation impacts their behavior.
 
Mr. Skeeter recently participated in a post-graduate program at Georgetown University, focused on early childhood mental health and is a proud alum of Loyola University Maryland
