Board Members

Dr. Daman Harris is a career educator and administrator, having served as an Assistant Principal in Montgomery County Public Schools, Manager of Professional Development in Anne Arundel Public Schools and teacher at Baltimore County Public Schools. Dr. Harris is a published author, having written The Antiracist School Leader: What to Know, Say and Do. He is also a cofounder of the Building Our Network of Diversity (BOND) program, which seeks to support and retain male teachers of color, especially African-American and Latino males. He holds a PhD from the University of Maryland and an MA from Goucher College.

Gabrielle Bezou is a master’s level Special Education Teacher at Montgomery County Public Schools. Her work ensures that individuals with developmental disabilities have the opportunity to live meaningful lives. 

Fred Chanteau is the former Chief Executive Officer of the Affiliated Santé Group. He is a 40-year veteran of the behavioral health services field and a pioneer in community-based services for those with severe and persistent mental illness and developmental disabilities.

Christopher Flynn is a partner in Crowell and Moring’s Washington, D.C. office and is co-chair of the firm’s Health Care Group. Mr. Flynn regularly represents health care organizations and industry associations in various litigation, investigations, and regulatory matters.

Mrs. Gina James has worked in special education for more than 30 years and is currently the Chief Executive Officer of The Foundation Schools. She holds a Bachelor of Science Degree in Psychology from Lincoln University, a Master’s Degree in Human Services Counseling from LaSalle University, and a Master’s Degree in Special Education, specializing in educating emotionally disabled students, from George Washington University. Mrs. James is a licensed teacher, administrator, and mental health licensed counselor. Governor Moore’s office appointed her to serve on the Maryland Center for School Safety Subcabinet Advisory Board, representing special education non-public schools. She is the Board President of the Maryland Association of Nonpublic Special Education Facilities (MANSEF). She is a graduate of both Leadership Prince George’s County and Leadership Montgomery County.

Margaret Parrott is an Instructional Specialist at Montgomery County Public Schools and has worked at MCPS for over 30 years. Margaret works to assist families of students with special needs to ensure a seamless and successful transition into the adult world.

Tiffany Vaughn is a dedicated advocate and community leader from Germantown, Maryland. A proud graduate of Seneca Valley High School, Tiffany began her professional journey with the Rock Creek Foundation in adult services, where she thrived in a supportive and empowering environment. She has also brought her strong work ethic and people-first approach to positions at Marshall’s and the Department of Labor.
Tiffany is a fierce advocate for equity, inclusion, and disability rights. She is passionate about shifting the focus from limitations to strengths, always promoting the importance of seeing individuals for their abilities. Her personal experiences have shaped her into a resilient, goal-driven, and inspiring leader who uplifts those around her.
 
Outside of her professional and advocacy work, Tiffany enjoys traveling, drawing, playing sports, shopping, and spending quality time with her family. A loyal Baltimore Ravens fan, she brings that same energy and spirit to everything she does.
 
Tiffany’s voice and perspective are invaluable to the board, and her commitment to fairness and community empowerment is a true asset to our organization.
